Yea maybe if you wanted to destroy every nut, bolt and blasting cap you would need to plow the place down to 50 feet. However, that would not be required. A handful of bunker busters in the right places would decapitate the govt and military and kill the above ground facilities, let natural selection take over after that. Those folks would act just like the iraqis and be stripping the electrical transmission lines for scrap, it would be a long time before they would be a threat again
