The same as for some dudes who really fucking want it but can't get it hard. Or women that don't want it, but it still gets wet or the women that want it but it doesn't get wet.
Consent, desire and emotion certainly play a role in arousal and the genitals functions, but a lot of it is just physical reaction as well.
The other side of it is physical terror. Try to remember the last time you were genuinely terrified about something; how much control do you remember having over your physical being? People stream tears, shake uncontrollably, piss their pants and a range of other things they wouldn't normally do even if they could control them.
