I'm not sure that Katz purchased the guns illegally, even though he was mentally ill.
If he hadn't been ruled mentally ill by a judge who reported it to NICS, or he hadn't been diagnosed mentally ill by a doctor who reported it to NICS, then was he legal prohibited from purchasing a firearm? That's a sincere question.
I mean, I know the dealer sold it legally if there was nothing in the NICS system indicating that Katz was banned. But, I'm not clear whether Katz acknowledged that he was mentally ill and/or had been informed he was prohibited from buying a firearm.
