There is no talk of open borders in the bi-partisan legislation proposal.
The Dreamers have already gone through the official channels and approvals to get temporary legal status -- that's why they're in DACA status. The issue at hand with DACA is making the legal status permanent for those who meet the criteria and making a path to citizenship available after a few years. That applies to those who are already here only. It's not an invitation for more to enter or stay illegally.
There's also severe limitations to chain migration in the proposal, along with an end to the visa lottery.
In addition there is increased funding for border security and fencing (over $2 billion) which is what both parties and immigration officials support rather than a logistically, geographically and cost prohibitive giant wall from sea to shining to sea.
