There is a difference between 'tax evasion', which is illegal, and 'tax avoidance', which entails exploiting the tax loopholes to avoid or minimize the standard taxes owed. Tax avoidance is often an elitist sleazy endeavor, but not illegal.
I don't know how much of what the Trumps did falls into each category.
There are examples and documentation of what is labeled as 'outright fraud' in the piece. In response to the report, New York state announced that its opening an investigation.
President Trump, his spokespeople, and his attorney claim the piece is false of course.
Note: The NYT piece does not include the standard tax returns which Trump refused to release and make public, per protocol for Presidential candidates.
