Lots of the houses we looked at here had that look. The walls here are almost all textured - no flat walls anywhere.
They put a base color down, then wash a tinted glaze over it. The glaze settles on the texture and makes the walls look even more textured then they actually are.
We just redid the kitchen and did not glaze the walls though - just paint. Agreeable Grey I think it was called.
