The power where I live is so low because the huge lake is a resource, but for some reason the people I live with seem to want to conserve water-like in annoying ways.
(She loads the dishwasher so tight-that some of the dishes don't get clean that way-so the others in the house pretty much wash them all the way before putting them in the dishwasher)
Why are you surprised about water bills?
My new place has everything covered. (Except internet) so I will have only 1 bill a month for rent/water/garbage/power
