The Biden administration is using the protocol that was established under the previous administration in regards to testing, quarantine & treatment if testing positive. Nothing has changed in that regard and has been confirmed by ICE, US Immigration & Customs Enforcement and Customs and Border patrol.
I couldn't find anything saying that HR1 gives everyone in the United States a ballot.
