I agree OP. It is very hard to do anything when something like that is happening. first reaction for most is to freeze, or run.
When I was a lifeguard growing up I 2 times had to seriously save someone and then perform cpr. each time one of the other lifeguards froze (a different person each time) and was slow to react and I was first in the water. it just is human nature.
One interesting point is that they did stop the bus, get everyone off and then trap him inside. so it is amazing in all of that movement and confusion no one else was attached by the nutcase.

When it comes to fight or flight, flight is generally the most sensible option 99% of the time.
The only time I would rush to the rescue would be to save a relative or friend.
