Thats the problem as I see it. There are a LOT of stupid people out there that think their right to video the police trumps everything else. I have seen them run up and get right in the cops face while the cop is dealing with whatever he has to do. Distracting the man from doing his job is dangerous and to me at least IS interfering and should be stopped. IMO those are the ones causing the problem. If your across the street and out of the way video ahead.
Its not all that fine a line, use some common sense and DDSS.
