Tonight, Secretary of Homeland Security John Kelly clarified what President Trump's extreme vetting executive order means for green card holders.
The executive order caused serious problems for green card holders travelling home yesterday, leading to numerous protests as legal residents were detained at airports.
Kelly issued a statement saying: 'In applying the provisions of the president's executive order, I hereby deem the entry of lawful permanent residents to be in the national interest.'
'Accordingly, absent the receipt of significant derogatory information indicating a serious threat to public safety and welfare, lawful permanent resident status will be a dispositive factor in our case-by-case determinations.' http://www.dailymail.co.uk/ushome/index.html

I hope the administration agrees on the details and communicates them clearly by tomorrow. The EO says green-card holders will be affected. After all the confusion, Priebus told an interviewer this morning that green-card holders wouldn't be affected at all.
Then, a White House statement indicated that green-card holders would in fact be detained, but they'd be quickly reviewed and permitted to enter barring any issues.
It's not clear to me if Kelly's statement is confirming Priebus's statement this morning or the last White House statement.
