The Iraq WMD bullshit was not a result of intelligence agencies.
It was W Bush, Cheney, Rumsfeld, and later some cabinet members who ignored U.S., British, UN, and EU intelligence reports stating that there was no evidence Hussein had WMDs and that he was not connected to al Qaeda. The Bush administration ignored intelligence findings and created false/contradictory intel in order to justify going after Hussein.
The top tier of the Bush administration went so far as to authorize torture to get captives to claim Hussein had WMDs so the Bush administration could use the quotes in their war-marketing pitch. They also used the debunked claims of a defector.
The intelligence agencies were telling the truth and the administration was lying about it. In that regard only, I can see how the current administration's rhetoric on Russian interference is comparable to the Bush administration's Iraq WMD rhetoric.
