This kid is dressed as former Ravens' running back Ray Rice.
Ray Rice is currently on indefinite suspension from the NFL for knocking his fiancee out cold in an Atlantic City elevator and then dragging her like a sack of potatoes (all caught on surveillance cam).
The doll the kid is dragging is meant to represent Rice's fiancee (now wife).
Personally, I'm not easily offended and can find humor in most anything. A little boy making light of domestic abuse kinda rubs me wrong when it comes to the message his parents are planting in his head though.

I don't find it offensive, in poor taste maybe, but nothing wrong with it. Like you said, what are the parents actually putting in his head. You really can't tell from a picture

I'm not offended, at least I'm not in this moment. My feeling on it is that it's Halloween, people come up with all kinds of crazy costumes. There are Ebola patients/nurses, serial killers and assorted other offensive costumes out there.
There are people out there right now bitching about their neighbors Halloween displays as well. Offensive costumes, offensive Halloween decor. Meh.

Judging from the size of the kid, he is just going trick or treating as a football player.
And has no idea of what the implications of his "costume" really are/means.
His parents are the ones who know what the implications are, and it's clear they don't give a Fockozee. It's Funny Offensive.

I see how he is dragging that doll by her hair and it's making me laugh. I'm thinking that if she hadn't stood by her man I wouldn't be nearly as amused.

OK, I'll admit it, I laughed when I saw the pic.
I'm going to agree with Duchess that if Janay Rice had left Ray I would be a bit offended. Since Janay chose to stay with Ray she's stating that his knocking the stuffing out of her doesn't bother her, so why should it bother me?

I don't think anyone is wrong for not being bothered or offended on behalf of Janay Rice.
I have a different perspective and understanding of domestic violence victims (particularly those who stay in abusive relationships) than you and Duchess. But, I'm not offended or bothered by the costumes on behalf of Mrs. Rice specifically.
I think not only the costumes but also the comments blaming Janay when the story broke are indicative of how much room for growth there is in our society when it comes to effectively addressing domestic violence.
Anyway, if adults think that this is amusing and wanna dress up in such costumes, it's free expression and their right, as far as I'm concerned.
But, when adults dress their children in such costumes, I think it's stupid and likely plants an ignorant message in the kid's head -- it's not something that I would ever do or support with kids in my family.
The kid in the OP almost certainly knows who Ray Rice is and will be asked by other kids about his costume. If he doesn't know, it's even shittier parenting to have the kid dressed in a provocative costume he doesn't even understand just to send their message or get attention for themselves, IMO.

I agree; and that little boy is old enough to weigh in on his costume.
Some baby and toddler costumes are offensive to many but still pretty funny to me. I know it's all subjective.
