By chance the algorythm on you tube took me to Skid Row in LA, then to Hollywood Boulevard the suffering there of the homeless is painful to watch.  People are openly mentally ill, and no one cares.

This would not happen in England.    Im am far from being a socialist, but there are standards.  How can this come about?   I know some want to be like that, but is there no way back from that?

There used to be homeless guys holding signs asking for handouts standing on some of the 
intersections with traffic lights. 

When you stopped for a red light, they would walk by each car holding the sign trying intimidation. 

Just noticed I haven’t seen them for some time now. Either the LEO’s are chasing them

They'll harass you even while your sitting in your car talking on the phone. You tell them you have no money and they say "Well there is an ATM right there at the corner store." I just hung up my phone and drove right off very quickly.

There's a difference between truly homeless people who are down on their luck for whatever life handed them and crackheads. I can always tell the difference and the crackheads are the ones I'm not giving my money too. I have given money to quite a few homeless people though.
