Does "mandatory evacuation" actually mean mandatory or can you still stay put? If we have to rescue people in mandatory evacuation zones after the fact, can we charge them with a crime? Please?

you cannot force people to leave. this was the problem we had in florida. you can declare a mandatory evac, but you can't force the assholes. you just go around and collect their bodies afterwards because there will be NO 911 services during storm.
