If these people were too stupid to leave and the government even TOLD them "if you stay you are on your own", then that is exactly what needs to happen. The consequences of your actions and your stupidity are that you make your own fucking way, if you can. If you die in the process, well, serves your dumb ass right when you had all the warning, and all the time in the world to get the fuck out of the way.
