Pamela Prpich, 32, Mich - Remains found in Suitcase

The Wayne County prosecutor has charged a 52-year-old man with mutilation of a dead body, James Bommer of Gibraltar was also charged with obstruction of justice and being a repeat offender.

Gibraltar police say Bommer admitted dismembering the body but denied killing Prpich. Prosecutor Kym Worthy says the evidence tells another story.

If the prosecutor thinks the suspect did more than dismembering a dead body, why file only mutilation and obstruction charges? Would the DA file the lesser and more solid charges first while they seek evidence to prove what seems like a suspicion of homicide?

I ask because there have been a couple of cases where the most serious charges were filed initially and then later reduced as the investigation progressed. I'm wondering if there is a consistent strategy typically used, or if it depends more on the local LE, DA and the case itself. TIA.
