No, they aren't the same at all. One bad cop, or a squad of bad cops, doesn't make an entire police department a criminal organization.
Intent is everything.
The intent of a gang is fundamentally different than the intent of law enforcement agencies.
You need to question your views on this subject. You are no better than the anti-death penalty people who are calling the man who shot another man in the face and pistol-whipped a homeless man over a beer "innocent." You have a prejudicial view of law enforcement agencies.
