I agree. No doubt, the "out of respect for President Obama" is simply posturing.

But, regardless of the motivation, publicly praising parts of the ACA and promising to consider amending it rather than gutting it is a major swing.

I think it'll get a major gutting, but that's the Republican House and Senate that are saying that.
