It is my understanding that presidents are not bound by any formal procedure to declassify documents. The onus is on Congress to specify, by legislation and with specificity, the method for presidential declassification of documents.
Alleging classified documents in his possession mean nothing to me.
It's the Presidential Records Retention Act that should be the basis for the charges against Trump.
The whole classified doc controversy is a red herring . . . unless someone can show otherwise that he violated some law prohibiting him to willy-nilly declassify docs.
Simply put: Show me where he failed to follow a law regarding declassifying docs . . . because once declassified, they now belong to the public and therefore . . . no harm, no foul.
