Sounds feasible.

First there was the blue wave going to sweep the house and Senate control from the Republicans.

The outrage with Kavanagh was suppose to energised Democrats and demoralize Republicans. The Republicans are well ahead in early votes in critical states.

So they manufactured a caravan to energised Dems and demoralize Republicans. This failing they try Plan C.

I could see how they could think that and it doesn't sound outside the realms of possibility.
