Florida has always had problems with unorganized voting administration and delayed vote counts, especially Broward County, for as far back as I can remember.
And, Rick Scott is the person who could have improved the situation; he's been the governor for 7 years.
Anyway, there has been no mention of 'fraud' or 'stealing votes' associated with the delayed midterm vote counts in Republican lawsuits against Florida election officials because there is no evidence it exists.
While Scott, Trump, and Rubio have made those baseless criminal allegations publicly, Florida LE has confirmed there is no evidence of fraud (and they have indeed been monitoring since Nov. 6th, as you noted).
