I'm not sure if Barr refused to testify before the House because he's ball-less.
To me, it seemed like just another partisan strategy in what is supposed to be a non-partisan process. 'Testify before the Republican-controlled Senate and snub the Democrat-controlled House; stickin' it to the libs' kinda crap.
Anyway, it will be interesting to see if Mueller testifies personally before the House this month, as has been requested and is reportedly being negotiated. I'd like to hear directly from the source.
However, since Mueller was appointed as a Special Counselor for the Justice Department (which Barr now oversees) instead of an investigator whose work was independent of the government, AG Barr has say over whether or not it will happen. Barr said he wouldn't object. I hope that's true.
