No state has the legal right to pass laws which violate the Constitution and/or federal laws. That’s what’s happening here, by intent.
The state legislators pushing these abortion bans know their new state laws will be legally challenged before they go into effect. They’re hoping the legal challenges make it up to the current Supreme Court. With Kavanaugh now a justice and the Supreme Court bench now majority conservative, they see their best chance to have Roe v Wade overturned, thereby making abortion illegal in every state.
So, the opinion of every US citizen, especially those who vote, regardless of the state in which they reside, does matter.
Hopefully, this political ploy will backfire at the voting polls. A large majority of the US population supports keeping Roe v Wade in effect.
However, the states in Trump’s core base are more heavy with evangelicals and extreme conservatives who oppose all abortion, birth control, sex ed, etc. And, since the electoral college means that some votes count less than others and enables the preferences of the minority of the population to rule, it might still be a winning strategy for far right Republicans. Remains to be seen.
