Raw chicken wings including the bones are OK for dogs. It's the cooked bones and the bigger ones that are not soft enough to digest.
Raw meat of any sort is actually healthy for dogs and not in any way going to make them 'mean'.

I didn't know that the bone thing only applied to cooked chicken (makes sense though, since dogs will eat birds) but if for no other reason, I would never feed dogs raw chicken because of salmonella. I mean, I guess it would be ok if it was a chicken from your own back yard, but commercial chicken has high incidence of salmonella in it. I actually lost a dog to salmonella poisoning one time, because she got into the trash and ate some raw chicken. It was horrible.
The things people believe about making dogs 'mean' though are just horrifying. The truth is, if your dog loves you, it's more likely to protect you than any of the 'old wives tales' about making them 'mean'.
