I wouldn't put too much into the statement on cell phones. Maytee said it while screaming at an inept 911 operator who was asking dip-shit questions.

I believe she may have said "he's (Johnny is) shirtless" and people thought she said "she's shirtless"? I could be wrong, but that's what I gathered after listening to the 911 call. The call was chaotic and had some background static, so it's difficult to say if MV said he or she. But I'm guessing she said "he" as in Johnny given the reports are conflicting.
