This is all guessing so here the senerio goes....Big Guy (not necessarily in the area or even in the country for that matter) hears of a local grievance between (reigonal king pins) 2 rivals for turf. And that some "upstart punk" has defied someone or broken a rule. "Murder Incorporated" meets to discuss the merits of the complaint and issues a directive and the cooperation of the peons (the drudge class gansta) is ordered to cooperate with the guys being sent in to "enforce" it.
