My understanding is that pot was lobbied as dangerous by the director of <don't remember name of agency> that at the time was in charge of stopping booze during prohibition. As prohibition was being repealled that director realized he would soon be out a job, so he creataed a new enemy for him to chase. It was an easy sell to congress since only minoritys were using pot then.
It does indeed go something like that. So now we're borrowing money from the Chinese to enforce laws that, quite honestly, don't make a whole lot of sense. Not necessarily drug laws but a lot of other laws.
