That represents five officers patrolling a select part of the county with a number of village, city, and township departments also out there. As well as State Patrol.

And I'm guess there are 5 officers per shift? If so, there are typically 4 shifts, so if that were the case, that would be 20 officers.
And why is the statement from the "Sheriff's Office" versus a town or community? The "Sheriff's Office" typically includes all those working for the sheriff and that includes a county wide jurisdiction- at least where I'm from. Perhaps it is different in Ohio......
