Temporary grave markers are typically not made out of slab of concrete, they are in fact a "marker" which consists of a metal piece inscribed with the decedents information affixed to a metal post intended, hopefully, to be replaced with a
headstone which costs typically in upwards of $200+. As I'm sure most can attest, temporary markers can and most often do get damaged or unintentionally displaced due to forces of nature, and in some cases groundskeeping can cause a marker to dismantle, as I can personally relate when my grandmothers marker was "missing" which was inadvertently a result of mowing the grass. Albeit, unlikely they would mow given there's snow in OH, but nonetheless a simple example at best.
