To me, it sounds as though it was a legitimate acronym "No Human Involved" to classify a crime. Unfortunately, it seems to have devolved to "NHI n. U.S. Police slang no humans involved, an informal classification assigned to a crime giving it low priority because its victim is regarded as having a low social status."
Yes, it probably did start off as a legitimate acronym, I don't doubt it. In the link that you posted it's about the right time frame, because I think the daughter may have been murdered in the 70's but I seem to remember seeing the show in the early 80's, like 80,81,81...horrible way to describe any human being...that Menendez defense lawyer using it in regards to the parents was pretty fucked up too!
