When you dont have insurance, you cant go to a "family doctor" because
you dont have the money to pay for a visit...so you go to the ER.
Same hospital everytime, but a different dr. every time. Each Dr. has
their own drug preferences to Rx, hence the variety of drugs.
Once we had insurance and were on the way to fulfilling requirements
for the surgery referral, he had a consistant Dr, but he also Rx'd
pain meds for him for almost a year. They made him go to rehab, to
family Dr. first then onto specialists until he got the referral for an
actual surgeon. Then a second opinion on the surgeon. SO, yes...
in a round about way, the Dr. Murray effect is everywhere. Its very
easy to get pain meds, if you look credible. They need a true database
in order to keep it in check. If you want to take advantage of the system,
