i don't know the DA office there, their mindset or how they operate.
in general the victims' families are consulted about their feelings.
but the fact is most deals are cut to avoid lengthy expensive trials and appeals and get the desired outcome (perhaps LWOP).
it all depends on how hardass the DA office is about getting the death penalty.
also...a plea can be cut if it means getting the others who may be involved. with testimony from the defendants. deal in exchange for more players.
