What is a "certified" witness? I've heard of certified expert witnesses, but in the motion it uses the term "ceritified" witness. The transcripts are from a case in Federal court, so I guess it can be assumed that it is Mr W?

Interesting question! if he Mr. W was involved in Federal Court as you mentioned above, only place I found anything about "certified witness" was on the U.S. Marshals Service website Section G witness certification just thought I'd let you know.
