Why Toledo is a shithole

I find it strange that if a 16 year old stops going to school a parent can be charged for their child's truancy, but that parents of minors who kill are not legally held responsible.
Obviously, parent's can't control their kids every move but if they can be held accountable for the kid attending school (or not attending), it's interesting that they're not held accountable when the kid commits a crime.

That is a legitimate question. Why are parents responsible for civil crimes a child commits at that age (parents get sued all the time for shit their kids do) but they aren't held accountable for criminal charges?
