It sounds "dictator like", actually...I really don't know anything about Utah other than to associate Mormons with it...Now I have all kinds of questions.
Mormons run the state, Mormons think alcohol is bad however Mormons are also very acquisitive and realize that alcohol is a cash cow so they jack the price up but still attach crazy laws to it. You should see the hoops you have to jump through if you want anything harder than beer in a restaurant here.
