What I don't get is, are the pilots distracted by this, or is it the flight attendants who take offense?
If word gets around the cabin, are they fearful that everyone will want to walk up and down the aisles catching a gander?

It was the flight attendant that took offense to the shorts. Funny thing was no one said anything to her until she was seated and belted on the plane. She went through security and the whole shebang. She ended up having to take a later flight wearing the same outfit and no one said a word to her.
