I do believe that if a person is buying a gun for the first time should have to have a certificate in gun safety and precautions that states they have been through a coarse and fully understand the implications of the responsibilities of gun ownership. If a person has not checked their guns properly the certificate could state that they have responsibility of whomever uses the gun that's owned by them.
Stolen guns would be a different story.
The issue is that once a law has been passed it is then in the future controlled by the few for the many.
And I tossed the city thing in just to raise eyebrows, that's good you came out swinging.
