Unfortunately, it doesn't mean what you think it does. I only know that because I had to explain it to my boss. Right off the bat, it would take months, if not years, or even ever, for it to go into effect and there are caveats in there that could stall it indefinitely. For example, one of the EO's involves discounts that would be negotiated by an insurance middleman, but before it could take effect the Secretary of Health & Human Services needs to confirm that the order won't cause federal spending, premiums or patients out of pocket costs to increase. That is something that will be incredibly hard, if not impossible to achieve.

I wonder why Trump waited so long to sign a performative EO about this since it was one of the things he promised during his campaign four year ago. What's that? I saw it referred to as a distraction. It's not even clear that he actually signed it, no copies were sent to reporters which is something that is normally done and something trump ALWAYS does.

I figured the mercenaries sent to attack protesters in Portland was a pretty big distraction but Trump is obviously a detail man.

What is your opinion on trump's election statement?
I have voted Republican in every presidential election since 1980, including voting for Donald Trump in 2016. I wrote op-eds and a law review article protesting what I believe was an unconstitutional investigation by Robert Mueller. I also wrote an op-ed opposing President Trump’s impeachment.
But I am frankly appalled by the president’s recent tweet seeking to postpone the November election. Until recently, I had taken as political hyperbole the Democrats’ assertion that President Trump is a fascist. But this latest tweet is fascistic and is itself grounds for the president’s immediate impeachment again by the House of Representatives and his removal from office by the Senate.
