The difference between mail in and absentee in a nutshell:
Mail in votes go by the voter registration from last election. Ballots get mailed to whomever voted last cycle. If a person died in the years between the two they still get a ballot that can be mailed in. The polls are not set up to decide who died and who didn't. So if Ralph was living with his parents and they died he would get 3 ballots. He could sign them mail them in and his dead parents would have voted.It could work either way on pubs or Dems.
With absentee ballots they get mailed out and have to be verified, signed as living and mailed back. A ballot then gets mailed out to the address.
Absentee voting works because it has been in place for many years. Mail in voting is a bit more liberal in the sense of proving if someone is alive or dead.
Many people have died in the last 4 yrs and to send out ballots based on the previous election is wrong. That is what is at issue here.
