Is a cop without a moustache "out of uniform?"

I don't think I've seen a male cop in the past 5 years that isn't "sporting" a meanie moustache. I'm wondering if they are issued on joining the force.

The YOUNG ones also seem to want buzzcutts.

i never had a mustache.
and very few on my dept. did.
buzz cuts are probably due to most male cops being former military. and dept. requirements for short neat hair.
