I don't believe Trump is requesting an end to chain migration altogether, but instead limiting it to nuclear family members only (spouses and children).
He is requesting an end to the visa lottery system and reallocation of some lottery resources to processing high-skilled visa applications.
Both of those requests, as I understand them, make sense to me.
