My coworker was doing that the other day. I said, "WTF, Just block the #" I think he enjoys scolding the person.
If the message is important the person needs to know.

Usually they are fishing.
I've responded to text messages that were intended for someone else. One that comes to mind is the guy telling his pal he'd be there at a particular time. I responded to that one so he could try again and get it right.
I hate text messages. Prefer Whatsapp.
