[b]Locally, friends and family painted a memorial to a soldier killed in action last year. Within the past few days, a college frat decided they wanted the rock for themselves, it seems, and painted over it. The kids who did it have not yet been caught.

Why do they need to be "caught"? Is the rock on private property or is the town just pissed because a sorority painted over a "memorial".

Granted, it's in poor taste but if it was okay to do the ol' red, white & blue then it's okay for the others to have painted over it.
