People on public assitance seldom think in terms of currency exchange.

In the short term it helps the affected country by selling their currency and putting US dollars into their pocket, in the long term it helps those who helped that country by buying foreign currency by putting US currency in their pocket after they have rebuilt and are again a success in the market.

The risk is all in the buyers hands, no risk to the seller.

Is having American dollars in your pocket such a good thing right now? Aren't most American dollars now Chinese dollars?
