A lawyer for Kennedy cousin Michael Skakel told a panel of Connecticut judges Tuesday that his client's 20-years-to-life prison sentence for killing his teen neighbor in 1975 was excessive.
Skakel, who was convicted in 2002 of beating 15-year-old Martha Moxley to death with a golf club in wealthy Greenwich, also addressed the court, saying, "I didn't commit this crime."
Skakel's lawyer told a three-judge panel that Skakel was 15 at the time and would have been tried in juvenile court where the maximum sentence would have been four years.
Skakel, who appeared handcuffed and in an orange jumpsuit, maintained his innocence and said he was "baffled" by the legal process and pleaded with the judges to allow "the truth" to come out, CTnow.com reported.
"I've taken a pol-- I've taken -- give me a polygraph. I've passed three sodium pentathol tests. I don't know what else to say," Skakel told the panel. "As I've said it before, I pray for Mrs. Moxley every day."
The judges did not immediately rule on a decision.
Prosecutors said the sentence was appropriate and pointed out he could have been tried in adult court in 1975.
Moxley's brother, John, also addressed the panel of judges, saying, "Michael belongs in jail for the rest of his life."
Moxley's mother, Dorothy, echoed her son's sentiments, telling CTnow.com that Skakel should not be released from prison.
"I'm so convinced Michael did this .... He made us suffer for 27 years," she told the station. "Look at all the years he was free and running around while we were such a mess trying to find out what happened, so why should he get out now?"
Skakel's brother, meanwhile, told the station that his family "remains steadfast in his innocence."

ORANGE PARK -- Jarred Mitchell Harrell has agreed to plead guilty in the October 2009 slaying of the 7-year-old Somer Thompson, bringing a surprising end to one of the most heart-wrenching murder cases in Northeast Florida history, a source intimately familiar with the investigation has told the Times-Union.
Harrell, 26, wasn’t supposed to go on trial in the slaying until later this year or early next year, but plea negotiations with prosecutors have led him to accept a life sentence rather than face the death penalty, the source said.

Jarred Harrell pleaded guilty Friday to murdering 7-year-old Somer Thompson in October 2009.The 26-year-old admitted to kidnapping, molesting and killing the Orange Park girl.
He also pleaded guilty in two other cases, including child molestation of a 3-year-old girl and possession of child pornography, a total of 59 charges.
Harrell was sentenced to life in prison, an agreement prosecutors and defense attorneys came to for Harrell to avoid the death penalty in a trial.
"It is absolutely inconceivable to me and I think to any sane, rational person how you could have committed these acts upon these innocent children," Judge Don Lester said in sentencing Harrell. "With this plea agreement, you are going to die in prison. You will have the rest of your natural life in prison to contemplate the actions committed and the indescribable suffering you have caused to these victims and their families."
Harrell, present in the courtroom for the first time since he was arraigned in 2010, admitted that he confined Somer, sexually assaulted her, lewdly touched her in private areas and strangled her. He admitted that he then put her body in a container and then put the container in a Dumpster.
Diena Thompson, Somer's mother, and other family members and supporters dressed in purple, Somer's favorite color, attended the hearing, something Thompson has done since the man convicted of killing her daughter was arrested.
Somer was kidnapped Oct. 19, 2009, while walking home from school and found dead in a southeast Georgia landfill two days later.
Several relatives made impact statements at the hearing, addressing Harrell directly.
"Once again, I think that you should look at me, the mother of the child that you strangled and raped and threw in the trash, but cowardly as always, you can keep your head buried," Thompson said to Harrell while on the court stand. "Somer was an innocent child. Before you took her life, you took her dignity, her virginity, and then you took her life. After all that, you then treated my child like trash. I don't know why. Only you can answer that question. There is no reason that you could provide me. There is only your own pitiful, sorry excuses."
Thompson said she doesn't think the court's punishment is enough.
"Your punishment absolutely does not fit your crime," she said. "Your admission of guilt made it possible for good people to spare your sorry life, obviously a foreign concept to you."
"This will be the last breath that I waste or use on you," Thompson said before leaving the witness stand. "As with the last breath, I would like to tell this honorable court that it is now time to take out the trash. May God have mercy on your sorry, sorry soul."
Before speaking, Thompson walked to the stand with Somer's twin brother, who also made a brief statement.
"We know you did this. We have evidence. She trusted you, but you had to do what you did, and look where it got you, and now you're going to jail," he said, staring down Harrell.
Other relatives of Somer's also spoke in court.
"Your selfish actions have forever changed so many lives," Somer's aunt, Dawn Burner, said to Harrell in impact statements. "Knowing you will never be able to hurt anyone else again is the only peace I get from this senseless act you have committed."
"Do you know what you did to my family on Oct. 19, 2009? You took everything," Debbie Bowling, Somer's grandmother, said while crying. "How could you? ... How could you kill a defenseless little 7-year-old girl that only loved everybody?"
She said Somer's twin and other siblings all took the blame for something Harrell did.
"You are no longer a person or a gentle giant. You are a monster, and you should be treated so," she added. "Do you know where they put monsters? They go to big boy prison, and I hope the prison system will show you a real good time like you did Somer."

COLONIE NY— Four members of a Loudonville family have been arrested for allegedly taking and using credit cards belonging to their elderly and disabled relatives, police say.
Colonie police were made aware recently that an 85- and 81-year-old husband and wife believed they were victimized by family members who used their credit card to purchase at least $8,000 worth of merchandise over at least the last six months.
The total is still being investigated and could be as much as $12,000, police say.
The victims are both deaf and the wife is blind. The defendants are the victims' daughter, son-in-law, and two grandsons.
The defendants prevented the victims from realizing the crime by intercepting the credit card statements, police said.
The defendants were arraigned in Colonie Justice Court and remanded to the Albany County Correctional Facility in lieu of $5,000 bail.
All defendants listed their home address as 10 Bertha Terrace, Loudonville.
Charged were Margaret L. Ryan, 51, Patrick J. Ryan, 58, Kevin B. Ryan, 20, and Daniel P. Ryan, 23.
All were charged with criminal possession of stolen property, a felony, and petit larceny, a misdemeanor. Margaret; Patrick and Kevin face an additional charge of conspiracy, a misdemeanor.
Subsequent to those arrests, Margaret and Kevin Ryan returned to the victims' residence on Thursday and were arrested for violating the order of protection. They were charged with criminal contempt, a misdemeanor, and were issued appearance tickets

Memphis, TN - It's a story about a 2-year-old pointing a gun at a cop, a bag of weed, and a Memphis mother who just wanted to get her nails done.
It all happened Friday when police say 23 year old Erica Rooks left her children in the car while she went into a nail salon off Summer.
Investigators say just after 2 in the afternoon police received a 911 call.
The woman on the other line complaining there were 3 kids in a black Impala, with the motor running and their mother no where in sight.
Cops made the scene and found the car with the kids inside.
Their ages 4, 2 and 9 months.
Moments later Rooks walked out of the salon telling police she just went to use the bathroom.
Police say that's not true.
After checking the sign-in sheet, investigators discovered Rooks had just finished a full nail service.
But there's so much more.
Cops asked for her license.
That's when police say Rooks reached into her car dropping a bag of weed in her center console.
Police saw what was happening and found the grass after searching her car.
But this is where this story turns even more dangerous.
While MPD officers were standing outside of Rooks car one of the cops noticed the two year old kid inside the vehicle holding a gun and pointing it at them.
Tuesday rooks is out of jail on a 5000 dollar bond.

Polk County Sheriff Grady Judd announces that Jasper Smiddie,19, was arrested and is suspected of killing of his grandmother, Gloria Helfrich, during a press conference at the Polk County Sheriff's Office in Winter Haven on Wednesday.

Jasper Aristotle Smiddie, 19, allegedly stabbed his grandmother, 67-year-old Gloria Helfrich, 93 times, hitting her with a wrench and then shooting her with a crossbow.
Authorities say Smiddie decided to kill his grandmother to make his uncle suffer. They say he originally plotted to kill his uncle, but decided to kill Helfrich instead.
"He decided, 'Well, I'll kill my grandmother instead so that my uncle has to live with the death of his mother for the rest of his life,' " Sheriff Grady Judd of the Polk County Sheriff's Department said.
Authorities say they do not know why the teen hated his uncle so vehemently.
Police say Smiddie killed his grandmother in her bedroom in the home they shared. Then, in a bizarre twist. he locked the door and waited for his uncle to get home. The teen then ate dinner and watched television with his uncle, who had no idea his mother lay dead in her bedroom.
Smiddie left the home in the morning, then reportedly called his father in Tampa and told him what he had done. His father called the police, and directed them to the woman's body.
Smiddie was arrested near his girlfriend's home and charged with first-degree murder.
The case came to light after Smiddie contacted his father, who lives in Tampa, around 7:40 Tuesday morning to tell him he killed Helfrich, Judd said.
Smiddie told his father he stabbed Helfrich multiple times, and said he would drive to Tampa to turn himself in -- but never showed up.
Smiddie's father called police, and deputies went to Helfrich's home in Lake Wales to check on her.
They were greeted by Helfrich's son Dustin, who said he thought Helfrich was at work. Deputies busted into Helfrich's bedroom, and found her body.
Judd said Dustin was "shocked beyond belief."
According to Judd, Helfrich had been shot in the head with a crossbow, stabbed 93 times, and beaten with a pipe wrench.
Judd said Smiddie was living with his grandmother because he was no longer welcome at his parents' house, and his grandmother was the only one who would take him in.
"She was rewarded by being brutally murdered by Jasper," Judd said.

Smiddie, 19, of Lake Wales, was arrested last week and accused of killing his grandmother, Gloria M. Helfrich. A grand jury indicted Smiddie Tuesday of first-degree murder and robbery. Prosecutors have not determined whether they will seek the death penalty against Smiddie.

Attorneys for a Washington state woman charged with murder are reportedly headed back to court next month to argue that she be allowed to eat Cocoa Puffs cereal and other sugary snacks while awaiting trial in county jail.
A judge will decide during a hearing scheduled for March if jail staff must allow the woman access to the Snohomish County Jail's commissary, the Everett Herald reports.
Attorneys for Holly Grigsby and David "Joey" Pedersen filed motions last week complaining about jail conditions and that their clients are not allowed to use the jail store to supplement their meals. A hearing on the complaint continued for more than two hours on Feb. 13.
The pair allegedly killed Pedersen's father, David "Red" Pedersen, and his wife, DeeDee, of Everett, last September. Authorities also believe they killed two other people -- an Oregon teenager and a disabled California man -- in October before their capture in northern California, the newspaper reports.
Snohomish County Jail officials said inmates like Grigsby and Pedersen are denied commissary rights since they are maximum-security prisoners and because sugary snacks can be used to make jailhouse alcohol. Grigsby wanted to buy Cocoa Puffs and coffee.
Grigsby's defense lawyer, Pete Mazzone, told the newspaper that it violates his client's constitutional rights to deny her access to the commissary based on the nature of the charges against her.
Grigsby has received several violations since she's been incarcerated, including trying to brew alcohol in her cell, the newspaper reports.

A man was found murdered in his Chelsea apartment in New York on Friday night, with his hands and feet bound and duct tape over his mouth.
John Laubach, 57, well known by locals for carrying a parrot on his shoulder, was found tied to a bedpost with an electrical cord by a female friend.
The Manhattan apartment had been ransacked, however, police found no signs of forced entry.
The man, believed to be a former company CEO, was wearing just a white undershirt and his face was covered with a towel, reports the New York Post.
A female friend had gone to Laubach’s fourth floor apartment in West 22nd Street to check on him after he failed to answer her calls.
She called 911 just before 8pm after making the grim discovery, reports the Post.
'I always saw him walking around with a parrot on his shoulder,' a neighbor told the Post.
'He looked like Mel Brooks — just better looking.'
Sources said the Maryland native, who moved to the building after selling his Fifth Avenue apartment in 2010 for $650,000, was formerly a company CEO and had business interests overseas, according to the Post.
Bob Clemens, 57, who lived in the same building, told the Post that Laubach and a female friend had a close relationship.
'They went to church every Sunday. They came to my Christmas party. They were totally cool and fun.' he said.
Other locals recall him sitting on a bench near his apartment with the parrot on his shoulder.
Laubach’s former neighbors on Fifth Avenue described him as an outgoing person who had frequent male visitors, and regularly attended a nearby church.

Sources told the New York Post that Mr Laubach often met young men for sex and cops are investigating whether his death was part of a sex game gone wrong.
Mr Laubach, who had been running his own floral design business since 2000, was wearing just a white undershirt and his face was covered with a towel.

In a case that has garnered national attention, two teenagers have been arrested for allegedly robbing a group of Girl Scouts and injuring one girl in the process earlier this month, Ford Bend County officials said.
Justin Rogers-Zenon, 18, was brought to the Fort Bend County Sheriff’s Office by a relative about 9:15 p.m. Thursday and was released Friday on $10,000 bond, according to a news release from the sheriff’s office.
A 16-year-old juvenile was arrested about 6 p.m. Thursday at his home on a warrant, the release said. He is being held at the Fort Bend County Juvenile Detention Center.

A man’s birthday at Universal Orlando turned painful after he was pepper sprayed, hit with a baton and shot with a stun gun in a fight with Orlando police.
Officers said 24-year-old Matthew Hutcherson was at Pat O’Brien’s club on Universal Studio’s CityWalk Sunday at about 12:35 a.m.
Two off-duty officers saw Hutcherson walking on the roof of the club, and climb onto an awning. When one of the officers started walking towards him, Hutcherson jumped to the ground and fled into the kitchen. One of the officers caught up to him and forced him into a chair. However, Hutcherson jumped up and attempted to run through him. The officer threw him onto the ground and held him there until the second officer returned.
Officers said Hutcherson was not complying to their commands, so they sprayed Hutcherson with pepper spray in the face. However, he was still resisting and got up and ran into a wall, causing a cut above his eyebrow.
Officers again tried to get control of Hutcherson’s hands, with him refusing. One of the officers then used his baton to strike the man about five times in the leg. He still refused to comply. Officers hit Hutcherson a total of 13 times with the baton. OW OW OW!!
Hutcherson still was resisting the officers, so they said they then shot him with their TASER gun. He was hit at least three separate time before officers were finally able to handcuff him. He was then escorted to Universal Health Services, then to Florida Hospital Orlando for treatment.
While Hutcherson was being transported, officers said he made some spontaneous statements.
“Why are you TASERing me? You sprayed me, hit me, threw me into the wall and TASERed me,” Hutcherson said. “It’s my birthday. I got drunk and do crazy s***. My friends fed me a lot of drinks and I climbed up on the roof. I was going to do a back flip and jump off. I want to be a stunt man.”
Hutcherson was eventually taken to Orange County Jail and charged with battery on an law enforcement officer, disorderly conduct and resisting officer without violence.
