So..when California has raging wildfires they get berated by the president of the United States for not raking the forest floor enough (Jesus Christ he's stupid) but when Russia has them they get a phone call from the prez offering the full support of the United States government. Eh California always has raging wildfires You would think that with all the taxes they rake in they would be ready for them by now.

we are going to get bad fires this year, we need bulldozers with gigantic rakes.

How about a satellite that focuses on the places that catch fire the most and hire a couple people to monitor those areas so the fires can be spotted before they get out of hand.

There is quite a group in the area that I live that monitor lightning strikes, smoke, clouds, weather reports. It is quite involved,but I think helpful and effective.
