I will give you the condensed milk version. The Feds gave many states funding for Covide. In return states had to agree to a few things like housing immigrants and allowing the feds access to records. This money was scooped up and used from anything like refilling state pensions to giving raises to whoever towed the line, much was not even used for Covide. This made it look like states that had shitty budgets all of a sudden have great budgets. Shazam! How could the numbers change overnight from shit to perfume.
Other states did not take the money refusing to bend over. Their budgets were not so bad. In the end these wonderful states that had spending problems all of a sudden looked like hero's. It's smoke and mirrors no matter at any rate. Next year they will be twice as bad.
