If you wear white pants without panties and have any pubic hair (that isn't light blonde) there's a good chance your bush will show through your pants.
Further, there are certain times of the month (ovulation being one) where there's a potential for some leakage. It would be somewhat embarassing to be standing around in your dress at a cocktail party and have a little dribble roll down your leg.
And don't even get me started about the tampon string waving around in the air like a pull cord or something. Not comfortable.
Not wearing underwear in a dress or with white pants is the stuff of movies/porn; most rational women know that's NOT the time to go commando.
