I agree with Dick about the revenue. A co-worker of mine just paid a $376 fine for not coming up with the paperwork to prove their dog had rabies shots. The dog was out roaming loose.
They had the paper from the vet, but forgot about it and took off for Florida for the Holidays.
They count on people to set that kind of mail aside and "deal" with it later.
I don't think most people realize how much the fines are until they get to court.

I don't have a problem with spay/neuter for all shelter adopted pets or pets caught roaming (maybe give the owners two chances in case they dug out once). Just leave my little one his balls. Without balls, he is nothing. He can't even reach most other dogs.

The cats in this neighborhood better sleep with one eye open.
